Against this background, the development of next-generation BSs does not lose its relevance, but first of all, operators need LTE equipment."

A source familiar with the situation told a ComNews correspondent about the real state of affairs with the implementation of the roadmap: "The state has no money for the roadmap. This problem should be solved, but for now the situation is different. Formally, the players who were involved in the development are doing it at their own expense. But since there is no guaranteed financing, the work is going very slowly. The task of creating an operator-class network core for 10 million subscribers was only now set by the Protei Scientific and Technical Center. There was no such task before. Now the situation is difficult: it is necessary not only to make hardware for the base station, but also to take the network cores for a large load. Apart from Protei, no one is obliged to carry out this work according to the roadmap. In addition, not a single frequency rating for the fifth generation has been allocated yet."

In August 2023, Russian Prime Minister Mikhail Mishustin announced at a government meeting the allocation of an additional 12 billion rubles for the development of 5G networks and the creation of base stations for cellular operators.

In September 2023, the Vedomosti publicationreported, that budget funding for the development of domestic equipment for LTE and 5G networks in 2024-2025 could be reduced from 24 billion rubles to 15.5 billion rubles.
