A financial markets analyst, who wished to remain anonymous, suggested that Sberbank and probably VTB had failed to properly distribute the existing limits.
"In connection with the Central Bank's decisions to raise the key rate to 11% and 15%, adopted on September 15 and October 27, 2023, respectively, the Ministry of Digital Development jamaica whatsapp number database assessed the required additional funding for the program. The corresponding funds were found, the Russian government supported the ministry's proposals to redistribute resources within the framework of the national program "Digital Economy", - a representative of the press service of the Ministry of Digital Development commented to a ComNews correspondent.
The press service employee also said that the first part of the funds has already been transferred to the banks. "We expect that the second part will be transferred to credit institutions by the end of the year. In particular, subsidies for October and November will be covered. And then all payments will be made in the established order," the representative of the Ministry of Digital Development said.
. Preferential IT loans are issued by 22 authorized banks - Sberbank, VTB, VEB.RF, Gazprombank, Rosbank, Ak Bars Bank, Promsvyazbank, Alfa-Bank, etc. However, all complaints that ComNews' editorial staff heard are related to Sberbank's actions. A source in one of the companies told ComNews' correspondent that VTB had sent out similar letters. It was not possible to confirm or deny this information, but several market participants assured ComNews that only Sberbank sends out such letters. VTB Bank did not comment on the situation.
The head of one of the companies that received the bank's "letter of happiness", citing a Sberbank representative, claims that the problem of unilaterally increasing the interest rate on preferential IT loans (and retroactively at that) affected 163 companies. However, as follows from the data of the Ministry of Digital Development, this is the total number of recipients of preferential loans. Among the IT companies that have definitely received such demands from banks are PJSC T-Plus, LLC MACBKT-SEZ, LLC Check-up Online, LLC Social Laboratory, LLC Pinol, PJSC MTS, PJSC Rostelecom, and OJSC Russian Railways.
By the way, Russian Railways in February 2021becamethe first company in the transport infrastructure sector to receive a preferential loan under the program of the Ministry of Digital Development of the Russian Federation to support the digital transformation of companies based on the implementation of Russian solutions (under Resolution No. 1598). Its amount was 8.9 billion rubles, and the lender was VEB.RF. However, since 2022, the terms of the program have partially changed.
