A new version of the anti-piracy registry is being developed in Russia on the platform of the Media Communications Union. The updated version will include copyright holders of musical and literary works, Izvestia has learned. In addition, the software is planned to be updated. The old registry was developed back in 2019, and more than 216 million links to pirated content were added to it. The new version may be up and running in a year, experts believe.

There is a need for new software that will meet all the tasks and will be convenient from the point of view of future improvements, a source in the market said. The new version will allow faster removal of pirated links and imposing restrictions on pirated sites in search, Yulia Golubeva, Deputy General Director of Gazprom-Media Holding, told Izvestia.

“Most copyright holders rely only on software that removes links to pirated copies from searches, but the “pirate” is only temporarily hidden from view, partially limiting user traffic to it,” she explained.

According to her, with this approach, the number of illegal copies is constantly multiplying, copyright holders are not getting enough users for their services. Automatic systems, for example, do a poor job of searching social networks, since there are closed groups, copies of video files are called a set of characters.

Roskomnadzor previously reported that due to the failure to remove information distributed on the Internet in violation of copyright or related rights, it restricted access or blocked 485 thousand pirated links in 2022, and more than 1 million units of such illegal content in 2023.

With music and books
Contractors for the development of the updated system will be selected from among domestic developers, Alexey Byrdin, head of the Internet Video Association, told Izvestia. He noted that the update was dictated primarily by the entry into the memorandum of representatives of the book and music industries. The parameters of objects that were previously provided only for audiovisual content must be expanded to include musical compositions and books in the protection perimeter.

The new version of the registry should take into account the increased amount of content in its work, as well as the content of copyright holders in the field of music and books, noted Nikita Danilov, General Director of the National Federation of the Music Industry.

"It's hard to say when the registry will start working - it depends on the contractor and the speed of preparing its new version. I think the real timeframe is from six months to a year from today," he said.

Gazprom-Media Holding, for its part, has succeeded in blocking over 8.5 million Internet pages with illegal content in 2023, which is 19.3% more than in 2022, Yulia Golubeva added. The holding is searching for violators using an IT system developed internally by Copyright Protection, she noted.
