The Ministry of Digital Development plans to create a single price list for software purchases by government agencies by the end of the year. It should remove possible questions from the Accounts Chamber regarding government purchases, which can now vary greatly in price.

The Ministry of Digital Development plans to create a single price list for the purchase of key software products by government agencies and state-owned companies by the end of the year, the head of the ministry, Maksut Shadayev, said recently at a meeting of the Association of Computer and Information france whatsapp resourceTechnology Enterprises (APKIT), a source in the IT market told RBC. A representative of the Ministry of Digital Development confirmed the information, noting that the work will be carried out jointly with market participants and the Accounts Chamber.

Chamber had uncovered instances of state companies purchasing the same software with approximately the same volumes of licenses and licensing conditions, but "under completely different price conditions." The Accounts Chamber saw such actions as dishonesty on the part of both customers and developers, the minister pointed out.

According to him, the planned price list will set a price range that should not be exceeded. It will depend on the volume of software purchased. "The decision will ensure transparency of pricing in the context of the transition to domestic products, so that the same product is not purchased at different prices under similar conditions," the ministry representative explained to RBC.

A representative of the Accounts Chamber refused to discuss the results of the audits of software developers conducted by auditors. He did not comment on the initiative of the Ministry of Digital Development.

What's Happening to Software Prices

The growth of prices for Russian software has been observed since the beginning of 2022. Thus, Deputy Chairman of the Board of Rosselkhozbank Nikolai Ulyanov reported that in just one year since March 2022, prices have grown by 20-40%. The increase in prices for operating systems was then estimated at 30-50%. In June 2023, the largest software associations in Russia signed an agreement on voluntary price limitation until 2028. The Ministry of Digital Development noted then that the market is capable of independently regulating pricing policy.

In September 2024, Deputy Director of FSTEC Vitaly Lyutikov called the prices of information security tools inflated. According to him, "Russian manufacturers, seeing the demand for their products, raised prices dozens of times," while the quality of domestic software is worse than that of foreign analogues. Director of the Competence Center for Import Substitution Ilya Massukh pointed to an annual increase in prices for Russian software by 15-20%. In October, software developer 1C announced a price increase for its solutions by 10-18%.
